After the issues with the paint the whole bottom half was sanded back and reprimed, guide applied and white flat ready for painting a second time.
Paint Gone Bad
Appears that while painting the green a seal in the air compressor failed meaning air was contaminated with oil. The green paint just parted as it was a laid on the panels.
